My view is that Special Needs
Certificates can fill a great need in our society, that I have
personally felt. I do not envisage that there will be any
charge by us for a Special Needs Certificate. I envisage that a
'health professional' will be required, and we would not be funding
that expense. It would likely be covered by Medicare, but the
professional would be able to tell any 'client of ours' who would avail
themselves of this service. When I
first published my views about providing Special Needs Certificates, on 16th July, 2007, I had not
intended running as a Senator for Queensland in the Senate of the
Australian Parliament. Now, that I propose to nominate to stand
for election as a Senator for Queensland in the Senate of the
Australian Federal Parliament, I will definitely do this if
elected. Although, I would be a Senator for only Queensland, I
may be able to do this for voters in all parts of Australia. It
may be helpful my having access to the Electoral Roll, to verify the
identity of the person requiring the Special Needs Certificate.
This would suggest making Special Needs Certificates available to only
Queenslanders. Of course, I could possibly undertake this in
conjunction with Senators from other states. Any potential
Independent Senate Candidates from other states reading this may be
inclined to contact me for a joint electoral effort. Of course,
Special Needs Certificates could be issued even if I were not in the
Senate, but, there may be less protection. We may be able to
impose a points system such as involved in the opening of bank accounts
to ensure identity. That would have to be provided to the 'Health
Professional, or other suitable professional. The identity of
such professionals would need to have an initial scrutiny and be under
continuous scrutiny, to prevent fraud and ensure the value of the
Special Needs Certificates issued by us. If you are reading this and

I do not wish to play the
victim.
I, through no fault of my own, have difficulties in some areas, that
are classed as 'disabilities'. I can and do adapt my actions and
procedures to minimize the effect of the disabilities I have. Usually,
this affects only myself. I adapt as much as possible so that I
am the only person who needs to take account of my adaptations. These
adaptations are called 'Special Needs'.
I take full responsibility for what I
do and also for what I have.
I do not want handouts. I can budget my needs to within my
resources. I do whatever I have to do to survive. I apply self
discipline. Although disabled, I do not ask others to do things
for me, or to be responsible for me or my future. What I do
demand though is that other people do not act against my interests, to
bully or cheat me. This happens when others deny me the Special
Needs I have. Invariable, the perpetrators of discrimination
resort to the excuse of their ignorance. I did not know he was
disabled. "But he told you?" "Oh yes, but he wasn't very
convincing. He did not look disabled." "Anyway, how does
that help him to "ALLEVIATE THE EFFECTS OF HIS DISABILITIES', [said in
a mocking manner]?" By law these are my RIGHTS, not mere
privileges.
It is discrimination against a
disabled person for a discriminator to require the disabled person to
prove they are disabled and that the 'Special Need', does in fact
exist, and does, to a 'sufficient' degree, 'alleviate the effects of
the disability'. Statements such as: "You don't look disabled.
You are just trying to put it over me, aren't you? I am not going
to fall for that.", are discriminatory in themselves.
So that members of the Australian
Community can have faith in our 'Special Needs Certificates', it will
be necessary to rigorously protect against fraudulent acquisition of
Special Needs Certificates. That will mean that scrupulously
reliable information will be required. As this stage, although
this may change in time, I would view that this could be achieved by,
for each case, a suitable 'health' professional who is aware of the SN
of the person desiring the Special Needs Certificate.
I propose organizing this by using a
Bulletin Board where I, as administrator of the Bulletin Board, permit
different classes of members, with an almost limitless number of
different permissions allowing them to interact with the software in
different ways, online. The Internet software is already available 'off
the shelf', and jut needs to be 'set-up'. I can do this, myself.
If I am elected as a Senator for
Queensland, this computerized system, would be just part of the system
I would implement to interact more readily with my electorate.
Privacy would be ensured at the option of the elector.
I would also include on the site,
information of an 'educational' nature and what is permitted on the
site. There would be a full guide on the site. I propose to
soon produce a 'mock-up' and example, of the intended Special Needs
Certificate.
The certificate would include general
information of what the law requires if a disabled person has special
needs, and specific information for that specific Special Need..
All issued Special Needs Certificates could be accessed online so that
they can be verified as not counterfeit. Of course, they would
not be publicly available. They would be attached to the person's
full name, but a 'password', being maybe a 10 or 12 digit random
number, would also be needed to be supplied. The recipient could
then decide to which persons they would make that available. If a
person required that to remain private, the Special Needs Certificate
recipient would keep that random number confidential. They would
ensure that ithe Special Needs Certificate was not let out of their
site and no scan or copy kept. If required, we could from time to
time, as required, change the 12 digit random number. No one
would remember a 12 digit number, even if they had typed it into the
Internet to verify the authenticity of the Special Needs Certificate.
